The Lagos State Government has clarified its position on the enforcement of approval requirements for solar panel installations in government-owned housing estates, following public backlash over a viral video showing officials confronting a resident.
The incident, which occurred at a state-owned estate, sparked debate online after officials of the Lagos State Ministry of Housing were seen requesting documentation and compliance approval before a resident could proceed with installing solar panels.
Approval Rule Applies Only to Government Estates
The government explained that the policy does not apply to private homeowners across Lagos State.
According to the Ministry, the requirement for permits and administrative clearance is strictly limited to residents of social housing estates owned and managed by the state.
Officials said the rule is embedded in allocation documents signed by occupants before taking possession of the housing units.
Why Lagos Regulates Solar Installations in Estates
The government defended the policy, stating that solar installations are classified as structural modifications because they can affect shared infrastructure within estates.
These include rooftops, walls, drainage systems, and other communal facilities.
Authorities also cited safety concerns, noting that unregulated installations have previously contributed to incidents such as roof leakage, structural stress, and fire outbreaks in some estates.
A senior official explained that the approval process ensures technical compliance, material standards, and proper installation procedures.
Monitoring and Compliance Enforcement
The Ministry of Housing confirmed that its Monitoring and Compliance Unit conducts routine inspections across government estates to ensure adherence to housing regulations.
Officials said residents are required to obtain prior approval before carrying out any physical alteration, including solar panel installations.
They added that the enforcement action seen in the viral video was part of standard oversight procedures and not an arbitrary crackdown.
Government’s Position on Renewable Energy Adoption
While the policy has raised concerns among critics who fear it may discourage renewable energy adoption, the state government insists it supports clean energy transition.
However, it stressed that such installations must be regulated within public housing environments to prevent disputes and safeguard shared assets.
