President Bola Ahmed Tinubu has approved the redeployment of 16 Permanent Secretaries, with the directive taking effect from November 19.
The announcement was made through a circular dated November 19, 2025, issued by the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack.
The circular was addressed to the Chief of Staff to the President, Ministers, and the Secretary to the Government of the Federation, among others. It listed the affected officers and their new postings.
Funsho Adebiyi was redeployed from the Ministry of Works to the Ministry of Transportation; Dr. Ibrahim Abubakar Kana moved from Aviation and Aerospace Development to the General Services Office (OSGF); while Dr. Yakubu Adam Kofarmata was reassigned to Aviation and Aerospace Development.
Mrs. Nko Asanye Esuabana was moved from Innovation, Science & Technology to Women Affairs, and Mr. Richard Pheelamilo Pheelangwa was redeployed from Water Resources and Sanitation to the Ministry of Defence.
Other officials include Mr. Raymond Omenka Omachi, moved from Finance (Special Duties) to the Finance Ministry to understudy Mrs. Lydia Shehu Jafiya; Dr. Deborah Oyindamola Odoh, redeployed from the Service Policies & Strategies Office (OHCSF) to Budget and Economic Planning; and Mr. Olubunmi Olusanya, reassigned from Youth Development to Humanitarian Affairs and Poverty Reduction.
Additionally, Dr. Emeka Vitalis Obi was moved from Petroleum Resources to the Federal Civil Service Commission, while Mrs. Fatima Sugra Tabi’a Mahmood shifted from the Career Management Office (OHCSF) to the Ministry of Marine and Blue Economy, where she will understudy Mr. Olufemi Michael Oloruntola.
The remaining redeployments include Dr. Emanso Okop Umobong, moved from the Cabinet Affairs Office (OSGF) to Water Resources and Sanitation; Dr. Maryam Ismaila Keshinro, shifted from Women Affairs to Youth Development; and Mr. Ndiomu Philip Ebiogeh, redeployed from the Federal Civil Service Commission to Innovation, Science & Technology.
Others include Nadungu Gagare, moved from Economic & Political Affairs (OSGF) to Communications, Innovation & Digital Economy; Mrs. Oyekunle Patience Nwakuso, redeployed from the Service Welfare Office (OHCSF) to Petroleum Resources; and Mr. Adeladan Rafiu Olarinre, who was reassigned from Communications, Innovation & Digital Economy to Works.
The Office of the Head of Service directed that all handing-over and taking-over procedures be completed on or before Wednesday, November 26, 2025.
